Hugh works in the I.C.A. Paranormal Activity Branch as a Research Assistant to the Collection Analysis team. Many of his peers find him to be a bit emotional as he apparently constantly talks about his dreams for the previous night and is a bit of a romantic (he almost always talks about his girlfriend, Rose) – and for a long time debated if he had what it took to be in the Collections Analysis team. For a long time, Hugh had a very hard time with his work because of his color-blindness. Last year, he volunteered to be part of a special test group for a radical laser and gene therapy treatment to cure color-blindness, he now sees in color, turned in flawless work, and his infectious smile is seen as he struts down the halls of the I.C.A. once again proud of his work.
