This document contains further information regarding the A.S.V. (Acknowledged Super Villain) revealed in Operation: For the Love of Russia: Countess Vampirexia. Her files are being allowed for public view as a result of this operation, due to her reclassification from being an “untouchable” A.S.V. to a standard T.S.V. (Targetable Sub-Villain). This difference in classes makes all the difference for I.C.A. field operatives (referred to in reports as the operation’s A.C.A. [Assigned Cleaner Agent]), as A.S.V.s are not to be engaged during the course of an operation no matter how “clear a shot” or “threatening” as they may be to the A.C.A.. A.S.V.s are to only be engaged by the operation’s A.S.A. (Assigned Secret Agent; to refer to popular culture icons–agents like James Bond, Jason Bourne, or Kim Possible, for example) since A.C.A. and the I.C.A. as an organization are only there to rectify the damage done to the area, not to do battle. Vampirexia’s direct contact and interference with Jane “Janester” Sterling’s operation that Vampirexia was moved for immediate reclassification by the I.C.A. and is currently perceived as an enemy to the I.C.A. and will be treated as such with all due action and recourse as is permitted by the Geneva Convention.
Arcane Abilities
Being a vampire for several hundred years has afforded Countess Vampirexia a multitude of powers outside the realm of standard (that is “classic”) vampirism. Below are a few higher order powers that have made appearances in the I.C.A.’s Eben07 comic declassifications or have been observed by I.C.A. operatives and approved for declassification.
Limited Regeneration
Countess Vampirexia has an ability to regenerate and heal massive trauma, including dismemberment and even decapitation. As long as her heart is not destroyed by puncture, Vampirexia is able to heal most injuries within a 24-hour time frame. In such cases, the disconnected body part must be returned to the wound in a relatively short amount of time or it can result in permanent separation as the undead cells will no longer recognize those of the separated limb as being their own. This is most likely where urban myths about wandering, bodyless hands that kill the unsuspecting arise. The nature and timing of healing such wounds has not been observed, but speculation dictates that regenerative abilities slow the longer it takes to bring the severed ends together.
Vampiric Hypnotics
Many field operatives contend to Vampirexia’s ability to telepathically confuse, plant thoughts, commit small changes in attitude or perception, and seduce human beings. Some agents refer to the ability as a “Jedi Mind Trick,” others have referred to it as “awesome while it lasted–she did things to me I’ll never forget–until she made me kill somebody.”
Control Over Nocturnal Animals
Vampirexia appears to be able to control nocturnal creatures though some sort of concentration. It is quite clear that the more animals she has under control at once, the greater degree of concentration is required – to the point of meditation. The range of this effect is limited, but it is suspected that she can control an animal for long periods of time outside of the standard range. She may be able to control all animals, but only has access to nocturnal creatures due to her vampiric aversion to sunlight, though this handicap has been disputed by a handful of witnesses.
Undead Resurrection and Control
Vampirexia commands a large army of undead beings – mostly made up of human corpses, designated “zombies” by I.C.A. archivists. However, many other animals have been raised by her spell of resurrection, including deer, bears, bats, and even a tyrannosaurus rex.
As long as Vampirexia casts the raising spell on the deceased being, she appears to have its absolute loyalty, apparently having lost all personal concept of individuality and identity during its resurrection.
Enchantment, Sorcery, Item Fabrication, and Possible Affiliations
Vampirexia has mastery over several arcane enchantments. She can place and create items with specific occult powers and effects for or even against the user of the object. She’s been known to make items for large sums of money for outsiders of her inner circle, as she has alleged associations with a wide range of cults, voodoo tribes, and dejected middle class teenage Marilyn Manson fans.

You said spell of summoning. I'm a little confused, as I thought you were talking about a spell of undead resurrection. Or does she have both?

Well it is unclear for the I.C.A. as well, but according to Janester she can't just make zombies appear out of thin air. So I'll go in there and change it to resurrection.
